Request for Letter of Intent (LOI) – Caltrans Bridge Conduit Attachment Construction

Yurok Telecommunications Corporation (YTEL) is pleased to announce the upcoming release of our Request for Proposals (RFP) for the Caltrans Bridge Conduit Attachment Construction – Highway 101 Corridor project in Northern Humboldt and Del Norte County. This project involves the installation of telecommunications conduit and supporting infrastructure on existing Caltrans bridge structures, as outlined in the forthcoming RFP based on YTEL’s project requirements.
As part of the RFP process and in accordance with the administrative requirements in the document, we are requesting that all interested and qualified vendors submit a Letter of Intent (LOI) prior to receiving full project details and bridge‑specific documentation.
LOI Submission Process
Your Letter of Intent (LOI) should include:
  • Company name and primary point of contact
  • Statement of intent to participate in the RFP process
  • Confirmation that your firm meets minimum qualifications such as:
    • Valid California Contractor License (Class A or applicable classification).
    • Experience attaching utilities to Caltrans bridge structures.
    • Prior work under Caltrans Encroachment Permits.
    • Ability to self-perform at least 51% of contract value.
    • Knowledge of Caltrans bridge attachment standards.
    • Bonding and insurance capacity in California.
    • No debarment or suspension from public works projects.
    • Experience with expansion joints, stainless banding systems, and structural anchoring.
    • Ability to read and interpret Caltrans structural drawings.
Next Steps After LOI Submission
Once your LOI has been received:
  1. YTEL will issue a Non‑Disclosure Agreement (NDA) for your review and signature.
  2. Upon execution of the NDA, YTEL will release the full RFP, including:
    • Bridge attachment plans
    • Caltrans submittal requirements
    • Bid forms
    • Technical specifications
    • Any additional required documents
This ensures that only qualified and committed bidders receive sensitive project materials.
